Hee-jung, a foreign correspondent who lost her lover in the KAL shootdown incident, travels alone to Wakasa Bay, Japan. She is guided by Sang-joon, a Korean resident in Japan and a Chongryon operative, with the intention of kidnapping her. During her stay, the Rangoon bombing occurs. When the Japanese media treats this event with commercial interest, she becomes enraged and requests an interview with a political commentator to denounce such treatment. Seeing Hee-jung, Sang-joon feels doubts and conflicts regarding Chongryon. He rescues the kidnapped Hee-jung, asking her to testify to the whole truth, and then blows himself up with Akiko, his lover who has fallen into depravity by Chongryon, along with the pursuing Chongryon operatives.
