As the murder of mob boss Jeon Man-ho is reported daily by the media, Kwon Soon-beom, a reporter for the society department of Bando Ilbo, receives a mysterious phone call. The person on the other end of the line begins the conversation with the unexpected question of whether he knows anything about the traffic accident that occurred on Bugak Skyway in '78. This person turns out to be Oh Chang-soo, who is identified as Jeon Man-ho's murderer. Intrigued by the conversation with Oh Chang-soo, Soon-beom decides to meet him. However, Oh Chang-soo, who was waiting for Soon-beom at the meeting spot, is attacked by unknown assailants. Soon-beom, who witnesses the incident, begins his investigation starting from the Bugak Skyway traffic accident. He discovers that the victim that day was nuclear physicist Lee Yong-hoo, and learns that Jeon Man-ho and Oh Chang-soo were acting under someone's orders, and that this was a vast conspiracy involving the nuclear development between nations.
