After his father is abducted and his mother falls ill, a boy named Gu-sik encounters a mysterious man claiming to be his father's friend. Gu-sik moves to Seoul with Mr. Heo and meets Ttori and Sook. Ttori notices something strange about Gu-sik. Deceived by Mr. Heo, Gu-sik is caught by Ttori while attempting to contact the spy leader 'Agent Number One, Friend Fox' (Bul-yeou Dongmu). The spy, with his mask off, tries to kidnap Sook's scientist uncle onto a spy ship. Ttori, realizing the plan, raids the scene with his animal friends. Surrounded by red foxes armed with machine guns, 'Friend Fox' reveals herself as a fox in white robes. However, Ttori defeats the fox with the help of Gu-sik's repentant sacrifice. The film ends with Ttori shouting 'Long live Free Korea!' as he watches the sunset.
