The fictional city of Saeal bustles with a long-awaited mayoral election. The ruling Shinji party significantly outpaces the opposition Shinpyeong party in financial and organizational resources. In response, the Shinpyeong party even introduces computers to search for candidates. Meanwhile, Na Do-pal, a dried fish vendor at Podae Market, runs as an independent candidate at the suggestion of Cho Jin-sang, an orphan friend from his childhood, with the aim of finding his sister Do-hee, from whom he was separated at the orphanage. Coincidentally, the computer identifies Na Do-pal as a promising candidate with a chance of winning, and he becomes the candidate for the main opposition party, Shinpyeong.
