Even before the victims' funerals were over, a strange mourning altar was set up in front of Seoul City Hall, with only pure white chrysanthemums and memorial tablets inscribed 'Victims of the Itaewon Accident'. Resisting the empty altar that encouraged oblivion rather than mourning, the families of the Itaewon disaster came out onto the Itaewon street covered in white snow, wearing bright red scarves.
