In the 1920s, Park, a Korean who dominated the underworld of Harbin, Manchuria, becomes one-eyed due to the schemes of the Ma Cheon-pyeong organization. Vowing revenge, Park sets out to find Ma Cheon-pyeong with Kim Seung, a member of the independence army. He finally finds the organization, takes revenge, and reunites with his wife who was taken hostage. Meanwhile, Kim Seung donates the gold bars stolen from the Ma Cheon-pyeong organization as war funds for the independence army.
