October 12, 1904, Seoul. An advertisement appeared in the Daehan Maeil Sinbo seeking construction engineers. It was an announcement that a Japanese civil engineering company had taken on the construction of a new building in Seoul. It was a two-story stone building that would be used as the Belgian Consulate. However, the first to respond to the advertisement were neither Korean nor Japanese.
